Article 6 Updates: May 2026

Article 6 Planning

Ecuador has adopted new regulations establishing a national framework for the authorisation, registration, transfer, and traceability of mitigation outcomes under Article 6. The regulation represents Ecuador’s first formal legal basis for participation in international carbon markets and clarifies institutional responsibilities relating to international transfers and market oversight.

Article 6.2- Cooperative Approaches

Morocco and Norway signed an Implementation Agreement establishing a framework for cooperation under Article 6.2 of the Paris Agreement. The partnership is expected to support the deployment of approximately 2 GW of renewable energy and storage capacity in Morocco over the next decade through carbon market cooperation mechanisms.

Tanzania and Sierra Leone submitted their initial reports, both submissions remain pending review under the Article 6 technical expert review process.

Article 6.4- PACM

Zimbabwe, Bolivia, Cameroon, Senegal and Pakistan have communicated indicative priority activities for participation in the PACM under Article 6.4 through submissions to the UNFCCC. The submissions suggest continued interest in land use activities, forestry, agricultural mitigation, methane management, and renewable energy deployment as key areas for future PACM engagement.

The Article 6.4 Supervisory Body convened its 21st meeting from 18–21 May 2026 in Bonn. Discussions focused on several operational dimensions of the Paris Agreement Crediting Mechanism, including registry infrastructure, accreditation arrangements, methodological guidance, implementation planning, and transition-related matters associated with the Clean Development Mechanism (CDM).

The Supervisory Body adopted the methodological tool “A6.4-AMT-009: Fraction of non-renewable biomass”, which is expected to play a significant role in the quantification approaches applied to household energy and clean cooking activities under the mechanism providing default values at a national and sub-national level. The Supervisory Body also approved a methodology on nitrous oxide abatement from nitric acid production (A6.4-PNM002). It furthermore decided to launch a call for public input on the safeguards provisions contained in the SD Tool, at a date to be decided, but ahead of SBM023 in October 2026, with a view to developing a revised version of the Tool to be presented at the first SBM meeting of 2027.

The UNFCCC also outlined potential approaches for repurposing the voluntary cancellation platform originally established under the Kyoto Protocol’s Clean Development Mechanism. Under current proposals, the revised platform would facilitate voluntary cancellation of Mitigation Contribution Units (MCUs) and eligible second commitment period Certified Emission Reductions (CP2 CERs) transitioned under the Glasgow decisions.

In May, the UNFCCC secretariat also developed a pilot version of the Article 6.4 mechanism registry marking a further step towards operationalising core market infrastructure under the PACM. You can access the launch webinar here.

Brazil’s Ministry of the Environment and Climate Change published partial results relating to the transition of eligible CDM projects and programmes into the PACM.
