Article 6 Updates: March 2026

Welcome to the Article 6 Observatory’s third monthly update reviewing the latest developments from around the world related to Article 6.

Article 6 Planning

Georgia submitted its NDC 3.0, signalling that it intends to contribute to global emission reduction by approximately 26 million tCO2e by 2035 through enhanced access to climate finance and cooperative approaches, prioritising afforestation and reforestation, building retrofitting, and alternative fuel initiatives. Comoros also submitted its NDC 3.0 announcing its intention to use Article 6.2 and 6.4 to mobilise additional funding necessary to achieve the conditional share of its target (43% reduction by 2035).

The Paraguayan Ministry of Environment and Sustainable Development), with the support of the Global Green Growth Institute (GGGI), officially launched a Call for Expressions of Interest to identify mitigation activities aligned with Article 6 of the Paris Agreement, as part of Paraguay’s efforts to advance the implementation of its National Carbon Market

Article 6.2 – Cooperative Approaches

At the multilateral level, preparations for Subsidiary Body for Implementation (SBI 64), scheduled for mid-2026 have also begun, introducing a stronger focus on governance and system sustainability. The provisional agenda, released on 31 March 2026 includes funding arrangements for Article 6.2 infrastructure and review systems, strengthening capacity-building as well as the mandated ambition dialogue on Article 6.2.

Madagascar and Gambia submitted their initial report for the 2021–2030 NDC implementation period to the UNFCCC’s Centralized Accounting and Reporting Platform (CARP). Madagascar also uploaded 23 new letters of authorization (LAMO1–LAMO23).

Singapore and Thailand launched a call for applications for carbon credit projects under their Bilateral Implementation Agreement.

Malawi has authorised its first Article 6.2 project focusing on Dairy Biogas with Switzerland. Ghana has also authorised three cooperative approaches with Switzerland, focusing on green cooling, solar PV investments and biogas systems. Peru has authorised its first cooperative approach with Switzerland, focusing on improved cookstoves. Thailand has transferred 49,717 ITMOs to Switzerland from the Bangkok E-Bus Programme. Article 6.4 – PACM

March 2026 was a particularly active month for methodological and institutional development under Article 6.4. The Methodological Expert Panel (MEP) met in Bonn from 9–13 March 2026, producing:

Several other methodology-related processes progressed:

  • Clarifications were submitted for:
    • A6.4-PMM006 (renewable ammonia-based fertilizer production) on 10 March
    • A6.4-PMM005 (Savanna Fire Management) on 5 March.
  • A clarification request for approved methodology A6.4-AMM-001  (Flaring or use of landfill gas) reached “qualified” status on 25 March 2026.

Institutional readiness also advanced:

  • The PACM Information System (PACM-IS) is now operational for submissions, including CDM transition activities.
  • A new roster of 25 Article 6.4 expert reviewers entered into force on 1 March 2026, with mandates running until March 2028.

Article 6.8 – Non-Market Approaches

The official list of Article 6.8 national focal points was updated on 25 March 2026.

Article 6 Transparency and Capacity Building

On 19 March 2026, the UNEP Copenhagen Climate Centre, in collaboration with the UNFCCC, launched an upgraded Article 6 Pipeline, a public platform offering interactive dashboards and datasets on cooperative approaches, bilateral agreements, and Paris Agreement Crediting Mechanism activities, accessible here.

March 2026 also saw the launch of the Inaugural Article 6 Academy hosted by the UNFCCC and University of Oxford.
