Article 6 Updates: February 2026
Welcome to the Article 6 Observatory’s second monthly update reviewing the latest developments from around the world related to Article 6.

Article 6 Planning
With support from the World Bank, Cameroon, the Central African Republic, Democratic Republic of Congo and Equatorial Guinea, Gabon, Republic of Congo launched strategic carbon market roadmaps to mobilise results-based payments and climate finance for forest-based mitigation emphasising institutional readiness, MRV systems, and governance frameworks for carbon credits.
The United Kingdom has joined Norway, New Zealand and Sweden in contributing to the Global Green Growth Institute’s (GGGI) Carbon Transaction Facility (CTF). The CTF focuses on policies and capacity-building to establishing pipelines of mitigation activities that can deliver rigorous carbon transactions.
Paraguay has established a National Mitigation Projects Registry under its Ministry of Environment and Sustainable Development.
Article 6.2 - Cooperative Approaches
The Ministry of the Environment (Minam) of Peru approved the registration of the Tuki Wasi program in the National Registry of Mitigation Measures (Renami), becoming the country’s first initiative registered under Article 6 of the Paris Agreement, within the framework of the bilateral agreement signed between Peru and Switzerland.
Koko Networks, a cookstove developer has gone into insolvency after being refused a Letter of Authorisation by the Kenyan Government, out of concern that it would have left Kenya with no room to authorise further projects.
Article 6.4 - PACM
The Article 6.4 Supervisory Body held its first meeting of 2026 from the 16th-20th February in Bonn, Germany. As part of the meeting, it adopted an accelerated 2026 work plan, as well as work plans for the Methodological Expert Panel and Accreditation Expert Panel and elected new members to the Article 6.4 Supervisory Body, including leadership with Mkhuthazi Steleki elected Chair and Jacqui Ruesga,
The procedure for CDM transition was updated to reflect the extended deadline agreed at COP30 to 30 June 2026. Methodological tools to determine the technical lifetime of equipment as well as emissions from electricity generation and consumption were also developed.
An Article 6 glossary was also developed as well as a provisional agenda for their next meeting scheduled 18th-21st May 2026.
February 2026 also saw the first approval for issuance of Article 6.4ERs under the PACM. These were issued for a programme of activities in relation to cookstoves in Myanmar, and was coordinated with authorised participants from the Republic of Korea who seek to enable use of those credits as part of the Korean Emissions Trading System.
Article 6 Capacity Building
The UNFCCC and Oxford University have launched an e-learning course on "Engaging with high integrity carbon markets under Article 6" open to government officials.
